Transneft East finished the regular stage of works on construction and modernization of the external electricity supply facilities of the first phase of ESPO (Eastern Siberia-Pacific Ocean)

Date of publication: 28 July 2017 Print

An overhead-cable line (OCL) 35 kV Ozernaya - pipe-end pump station (PEPS), with the length of 16.4 km was constructed in Irkutsk Region; works on extension of the outdoor switchgear (OS) at Tayshet PEPS were conducted; transformers with the capacity of 2x25 MVA were replaced with transformers with the capacity of 2x40 MVA. The works in Irkutsk Region were performed due to the necessity to increase the maximum capacity almost four-time for consumers, connected to the indoor switchgear (IS) 10 kV of 35 kV substation (SS) of Tayshet pipe-end pump station.

The works on construction of the facilities of external electricity supply system for new oil pump station of the first phase of ESPO - OPS No. 3, 6, 9, being under construction in Irkutsk Region, are planned to be finished in the nearest future.

Two single-circuit overhead transmission lines 220 kV, each with the length of 32 km, and a substation 220/10 kV with two transformers with the capacity of 2x40 MVA were constructed for electricity supply of OPS No. 3. Two single-circuit OTL (overhead transmission lines) 220 kV, each with the length of more than 62 km, were connected to OPS No. 6 and a substation 220/10 kV with two transformers with the capacity of 2x40 MVA was constructed. Four single-circuit overhead transmission lines 220 kV, each with the length of 1.5 km, were constructed for electricity supply of OPS No. 9.

Additionally Transneft East reconstructed the existing power supply system of the industrial facilities. The substation at OPS No. 8 Kirensk (Irkutsk Region) was transferred for voltage of 220 kV.  Two power transformers with the capacity of 25 MVA were replaced with transformers with the capacity of 40 MVA with advanced voltage class. Two transformers 110/10 kV with the capacity of 25 MVA at the substation 110/10 kV of OPS No. 10 Talakan were replaced with two transformers with the capacity of 40 MVA. Besides, two single-circuit overhead transmission lines 220 kV were constructed from substation 220 kV Peleduy, each with the length of 112 km, and connected to the existing OTL “OPS-8 - OPS-10”.

In total, 438.3 km of new high-voltage overhead lines were constructed, 14 energy equipment units were replaced as part of implementation of the programme on extension of the first phase of ESPO.

The works are performed as part of the investment development programme of Transneft East, in strict compliance with the clauses of the import substitution programme of Transneft. All the energy supports, power transformers were produced at Russian enterprises.

The activities on construction of new facilities of the power supply system of ESPO PS and reconstruction of the existing ones are planned to be finished up to the end of 2017. The conducted works will allow securing reliable level of power supply of industrial facilities involved in oil transportation through Eastern Siberia-Pacific Ocean oil trunk pipeline.
