Transneft East Reviews the Results of 2017 Development Programme Implementation

Transneft East implemented its 2017 development programme in full.

Overall, the Company finished constructing 59 facilities last year, including 3 oil pumping stations (PS) in Irkutsk Region whose launch helped increase the delivery capacity of Phase 1 of the Eastern Siberia – Pacific Ocean (ESPO-1) oil trunk pipeline to 69 million tonnes per year. Altogether, more than 438 km of new high-voltage overhead transmission lines were built, and 14 power equipment units were replaced under the programme of the ESPO-1 pipeline extension.

Two 50,000 m3 tanks were constructed at Tayshet PEPS under the investment project of Extension of the Skovorodino – Mohe Oil Pipeline Throughout Capacity to 30 million tonnes per year which boosted the volume of the pipe-end station tank farm to 400,000 m3. Equipment was upgraded at Skovorodino PS No. 21 (Amur Region) and Dzhalinda pipeline metering station (PMS), followed by the launch of the 4th metering line of the Oil Quality Control System. These events helped to build up the volumes of oil transportation towards China, and from 1 January 2018 the Skovorodino – Mohe OTP reached its planned capacity of 30 million tonnes per year.

To ensure continuous year-round maintenance of the linear portion in the Kuyumba – Tayshet OTP, including the Angara river underwater crossing, Transneft East launched 3 new production facilities – the Central Maintenance Division (CMD), a production service shop (PSS) and an emergency line maintenance division (ELMD) at PS No. 4. These facilities are located in Boguchansky District of Krasnoyarsk Region.

Last year, Transneft East revamped 2 tanks with the total rated volume of 80,000 m3, built 2 emergency oil spill tanks with the total capacity of

6,000 m3, replaced more than 40 km of pipes in the linear portion of the Krasnoyarsk – Irkutsk OTP.

In the field of non-commercial construction, the Company completed the construction of temporary residential facilities at two stations of the ESPO-1 pipeline system: PS No. 8 (Kirensk, Irkutsk Region) and PS. No. 10 (Talakan, the Republic of Sakha (Yakutia), constructed a 24-apartment residential house near the town of Vikhorevka (Irkutsk Region) for PS No. 3 employees.
