Transneft East Opens Ice Crossing Over Lena River in Yakutia

Transneft East has obtained the approval of the state small vessels inspectorate (GIMS) of the EMERCOM (the Emergencies Ministry) of Russia in the Republic of Sakha (Yakutia) to open an ice crossing across the Lena River.

The crossing is located at the 1,724.9th km of the Eastern Siberia – Pacific Ocean oil trunk pipeline.

The total length of the ice track is 1.3 km. Due to the persistent negative ambient temperatures, the ice cover of the river has gained sufficient strength to ensure the movement of equipment. The maximum carrying capacity is 50 tonnes.

During the periods when there is no ice cover, the transportation of Transneft East’s employees and cargo across the Lena is carried out by water transport.

The new track is intended for the movement of Transneft East’s special equipment, and, in accordance with the Rules for Protection of Trunk Pipelines approved by the Ministry of Fuel and Energy of the Russian Federation and the Resolution of the Federal Committee for Mining and Industrial Supervision of the Russian Federation, is part of oil trunk pipelines on a par with the Company's route roads and is located in the protected zone of the Eastern Siberia – Pacific Ocean (ESPO-1) oil pipeline and is subject to mandatory protection on the basis of the requirements established by Federal Law No. 116-FZ On Industrial Safety of Hazardous Production Facilities, dated 21 July 1997.

The use of the ice crossing will ensure uninterrupted operation of the ESPO-1 pipeline during the winter period.

At the same time, being guided by the principles of ensuring transport accessibility, in exceptional cases, Transneft East provides the possibility of charge-free movement along the mentioned ice road for vehicles belonging to the EMERCOM, state control (supervision) bodies, law enforcement agencies, medical institutions and individuals (local residents) who are registered and live in settlements of the Republic of Sakha (Yakutiya)

Movement along the crossing is carried out in accordance with the procedures of provision of the right to use route and technological passages on the basis of an official permission to pass issued in accordance with the requirements set forth on the official website of Transneft East.
